In accordance with the new Law, the identification of livestock and domestic animals, along with their registration in a unified state electronic database, has been established as a mandatory procedure across the country.
Under the new requirements, animal owners are obligated to register their animals within the following specified deadlines:
— Cattle, sheep, goats, and camels – within 14 days of birth;
— Pigs – within 30 days;
— Dogs and cats – up to 3 months;
— Horses – up to 4 months.
The registration process is initiated upon application by the animal owner. Once an application is submitted, a representative from the authorized agency will arrive at the household within 5 working days to perform identification, photograph the animal, and officially record it in the state registry.To support the public and livestock owners during this transition, the identification procedure will be provided free of charge until 2028.
According to the Ministry of Agriculture, this system is designed not for control or imposing fines, but primarily to protect public health and ensure food safety. Through identification, an accurate record of livestock will be maintained, helping to prevent the spread of dangerous infectious diseases such as anthrax, rabies, brucellosis, and echinococcosis, while also guaranteeing the traceability and origin of meat and dairy products in markets.
The implementation of the animal identification and traceability system is one of the key objectives of the “Financing Sustainable Livestock Sector Development” project, carried out with the financial support of the French Development Agency (AFD). Within the framework of the project, special emphasis is placed on developing monitoring mechanisms, bringing veterinary services up to international standards, and ensuring the safety of livestock products.
